scurnity of dams refers to critical examination of dams.
It is important because many there are many disadvantages of dams which must be looked by govt.

ishi1203: disadvantages are poor sedimentation flow, Rockier stream bed, fragmentation of rivers, difficulty for aquatic animals to migrate during spawning period, local people are removed from the area....ect.
