what you think could be the best way to stop them some students contiue to litter the classroom

For me , As I am the monitor of the class,firstly I warn all the students of the class before they could start littering the class. Then second, I start writing the name of the students and at last I show the name to my class teacher. But there are some students who are shameless. So when they not follow my rules, I start to beat them with one one punch. Don't think that I am foolish. There are many ways which you can try. It depends on you that which type of person you are,as you want to stop them. Don't use my trick. I only use because my respect level in my class is high. And my teachers know me very well. Otherwise you will be trapped.
