Whats the diffrence between eye level or horizon line?

Hello friend...

The horizon is over there, at the vanishing point, 
The eye level is here where you stand looking at view, 

You eye level could be on floor, or cliff, or top shelf, 

The horizon is often between sea or land, and sky line, 
In a room enclosed. You create virtual grid line where ceiling and floor lead off to distance, an connect at vanishing point, that is then a virtual horizon line. On that line you place points for one point perspective or two point perspective grid.
