Smaller the size of cation the more it has a polarizing power which means more covalent character.  

In PbCl4  and PbCl2 the charge on Pb in PbCl4 is more than other one that is plus 4 

It will polarize Cl ion to higher extent and would share the bond pair and will have higher covalent character.

Pbcl4 is more covalent then pbcl2 because the size of state of pbcl2 is larger then pbcl4.
Smaller the size of cation more is its polirizing power. And more covalent is the compound.
