In refined wheat flour, the endosperm and bran are removed so that the shelf life of the flour is increased Since they are removed, more percentage of thiamine gets removed, which is in more dense quantities in them.
In normal wheat flour since we don't remove them, the quantity of thiamine will be more when we compare it to the refined wheat flour.
