a:b = 20: 17

Let us say a and b are the numbers.

40% of a + b = 125 % a

that means

(40 / 100) * a + b = (125 / 100) * a

0.4a + b = 1.25a

b = 1.25a - 0.4a

b = 0.85a

b = (85 / 100) * a

(a / b) = (100 / 85)

So the ratio will be 100:85 or 20:17 or even 0.85:1
