On 16 April 1917 the conference elected 10 delegates from oblasts and 6 from the Army and the Navy to the Petrograd Soviet Executive Committee turning it in this way in central authority of Soviets of the whole country until the opening of First All-Russian Congress of Soviets of workers and soldiers deputies.
