During free fall the ball is in constant acceleration due to earth's gravity.
Therefore, if the Earth had no atmosphere, the ball would continue to accelerate constantly, therefore yes, its speed would increase continuously.

Initially when the ball was dropped, its velocity was zero. As it gradually goes down, under the earth's gravity it accelerates at the rate of 9.8 m/s^2. Also when it moves down at each point there will be some velocity( not when dropped) and hence its velocity increases according to v^2 = u^2 + 2as.
