force that rotates it is only frictional force from ground. rotational direction of rear wheal.

When you pedal the bicycle, the back wheel is rotated such that the portion touching the ground relatively slides backward.

This creates friction on the wheel from the ground in the forward direction..

The bicycle is not moving nor anyone is applying force on it.Then friction force will be zero. Because if it will not be zero then it will start moving in the direction of friction force because there is not any other horizontal force which is impossible.
