A body can be said to be in motion if it's position changes with respect to time and a concerned reference frame.

The reference frame can be a plane, a point or a line.

State of motion or rest is simply a relative term. It is based on selection of reference frame.

A body can be at absolute rest. It can be described with a position time graph, where the line will be parallel to the x - axis.

Finally, the graph for a body in motion can be described as a line with a slope and not parallel to the x-axis.

Explaination :-------

Because a refrence frame is required to determine wether the body is in rest or motion.

For example :------------

If you are in a train, with refrence to you the surrounding objects outside the train are in motion and the people sitting in the train are at rest.

But if one changes the refrence frame and sets it as an object outside the train then you and the passangers sitting in the train are in motion while the objects outside are at rest.

Then one can say that you are in motion and at rest at the same time if one switches between reference frames. But one cannot say you to be at rest and as well as in motion while being in the same reference frame.
