When a body is at rest, can you say that there are no forces acting on it? Why?

Assuming that the body in the state of rest is on a horizontal plane, there are two forces acting on it : Gravitational pull on the mass of the body i.e. the weight of the body acting downwards perpendicular to the horizontal plane at which the body is resting.

No u can't say that no forces are acting on the body. You can say that the forces acting are cancelling the other forces which results in the equilibrium of the body and the body is said to be at rest.
