When a bowl of water is placed in a closed container and the water vapor is pumped away
rapidly enough, why does the remaining liquid turn into ice?

Due to the absence of water vapour , some of the remaining water will vapourise to form water vapours. Now this water which became water vapour takes heat from the rest of the water and as the water releases heat to give to the water that vapourised. So that's why because some of the water released heat , it became ice.
