When a brush is in water,the bristles spread out why?

When in water,the bristles spreadbecause the forces acting on them are equal. When the brush is taken out ofwater, the water surface on them tends to behave as if it is elastic. In order for the surface to occupy a small area, it pulls the bristles together.
