this occurs due to inertia of motion. when an object is in motion it tends to stay in that state of motion . when the bus moves the passengers are in motion and so when the bus turns the direction of motion of the passenger is sustained causing him/her to move forward while the bus turns ,therefore causing the passengers to be thrown outwards
