Initially , the carpet and loose dust in it are in the state of rest . When the carpet is hit with a stick, it is suddenly set into motion, but the loose dust in it remains in the state of rest because of inertia of rest. Thus, in a way dust is left behind relative to carpet and hence comes out in the air. Infact,it is the carpet which comes out of the dust.

_here is your answer_
This is because of law of innertia.
law of innertia says that if a body is in rest then it wants to be in rest and if it is in motion in a direction then it wants to be in motion in that particular direction.Dust particles present on surface of carpet are in rest but when u hit carpet with a stick the carpet cloth go away and dust particles remain in their position due to innertia of rest and thats why dust come out..
