When you beat the carpet, the carpet enters into a state of motion while the dust particles in it due to inertia tend to remain in the place. Hence they come out

when we beat a carpet with a stick the carpet comes in motion due to inertia of motion and the dust particle stays in the state of rest due to inertia of motion and the remain in the air only that is why to clean a carpet or to make it dust free we beat it with a stick
