Dust particles were at rest on thecarpet. However when you beat the carpet, you are forcing the dust to move along with the carpet. Due to thedust having inertia, it doesn't move, or rather, it resists motion. This is whydust comes out of a carpet when it is beaten with a stick.

when a carpet is beaten with stick carpet is accelerated suddenly and moves forward but the dust particles tends to remain in the same state of rest because of inertia which makes the dust to come out of it.
