When a circuit consist of capacitor and a resistor in series with voltage source and voltage across the resistor is zero then the capacitor is?

in any cicuit if the voltage drop across resistor is zero then the circuit is purely inductive (if it consist inductor ) and purely capacitive (if it consist capacitor) .

in your question your circuit is consist in series with a resistor and capacitor and resistor voltage is zero so the circuit behaves like pure Capacitve circuit.
