a country can be called undemocratic if the basic human rights as right to freedom of speech, right to media etc are denied and dictatorship thrives in that country it is often called undemocratic.
EXAMPLE- Mexico and Zimbabwe are undemocratic as a single party is ruling there for many years and basic rights are denied. A graphical representation would help you.
