Before the explosion of the cracker, It is at rest so does it's center of mass. When a cracker explodes, the explosion is caused by the internal forces. As internal forces cannot accelerate the center of mass, center of mass has to be at rest even after the explosion. Since particles fly in all directions after explosion, they fly symmetrically so that center of mass of the cracker is still at rest.
