Mercury is denser than water so it settles down.If you rotate it by Centrifugation the more upward force will work on mercury because it is denser than water but water is less denser than mercury so water is the topmost layer.

Concept

A centrifuge is a system that separates the parts of a liquid or liquid (even gases) using an intermediate force.

Explanation

Mercury is thicker than water so it is stable. If you rotate it with Centrifugation more energy will work on mercury that means it will separate the mercury and water by using an intermediate force because it is thicker than water but water is much thicker than mercury so water is a very high layer.

Hence the outermost position in the disc will be taken by H2O
