If a pile of carrom coins are placed on the board and if we hit the bottom coin of the pile strongly by the striker then the bottom coin comes into motion (comes out) but the rest of the coins remain in the form of pile due to inertia of rest (inability of the other coins to move from the state of rest).

Answer:
The reason is that as the stricker hits the lowest coins it moves (it changes the state of rest to the state of motion) while the remaining pile due to the inertia of rest remains where it is and ultimately takes the place of the original pile due to the force of gravity.
