Flood leads to the accumulation of water upto a certain level from the ground at the areas where people live (or living beings like animals).

It is unrestrained because it is not under the control of a human. It is under the control of nature and it levels may go even more than 10 meters. It causes havoc ( mass destruction ) because it leads to huge spread of diseases as the water is contaminated (full of bacteria) and dirty as it contains too much dust particles (many particles).

Huge destruction of life and property takes place.
