Ammoni(a)cal (to be precise) brine is formed when ammonia is bubbled up through a brine solution(sodium chloride ions in water) . This stores the ammonia for the next step of bubbling the carbon dioxide through the solution. When this happens, NaHCO3 (sodium bicarbonate or “baking soda”) is precipitated out of the solution. I believe this is known as the Solvay process, named after Ernst Solvay, a 19th century Belgian chemist who developed it.
