charge can neither be created nor be destroyed it can only transfer from one body to another body when a glass rod is rubbed with Silk it charges because the electrons from glass rod is transferred to Silk hence it become charged

by friction process when we rubbed a glass rod on silk then glass became positively charge and silk gain negatively charge at it's surface then we say that both are charged
