Here is your answer:
A horse shoe magnet has the south pole and the north pole at the ends. It is not present at the bent portion of the magnet. So, when the bent portion is dipped in iron fillings, none of it gets attracted as only the poles have magnetic fields. But if the ends were dipped, the iron fillings would have got attracted.
