The kinetic of the atoms moving from ground to excited state will decrease

from the formula:

P.E.= kZe^2/R

K.E.= 1/2MV^2 OR kZe^2/2R  (  R is the nuclear radius.)

It can be concluded from the formula that R is inversely proportional to both kinetic and potential energies, hence as hydrogen atom moves from ground to excited state the nuclear radius increases thus both K.E. and P.E. decreases.
