yes it can from right angle bucz

when we draw a line externally to a circle it form right angle with its radius line

proof

when we draw a tangent and we join the centre of circle it from right angle triangle

yes it will surely make right angle as circle are made up of many dots .This line i.e. tangent will pass through a point only. so if we extend a line from that point it will be 90°
