When a liquid contained in a tumbler is stirred and placed for some time, it
comes to rest, Why?

It comes to rest because the liquid that is stirred loses its kinetic (movement) energy by means of friction with the bucket and itself (also air, it's effect is really small though). The kinetic energy will be transformed to heat and thus, both liquid and bucket will heat up
