In order to burn, anything needs to reach a certain temperature (flash point). if paper is in close thermal contact with a heat sink (like, a piece of copper) then the heat will be withdrawn from the paper quite quickly and you will need a quite intense flame or a long time in order to make the paper hot enough to burn.
