Paper was a more expensive material during the 13th century and cheaper during the 14th century.  The chief reason behind the high price of paper in the 13th century was shortage of paper.  Good quality of paper was produced in bulk during the 14th century which reduced the prices of paper.   In the 14th century paper displaced all other methods of writing information.
