The reason that no net work was done on the bucket is that a) its speed and kinetic energy has not increased and b) its height and potential energy has not increased.
The person carrying the water has needed energy to move the legs backwards and forwards.
And to overcome friction etc.
So the person has done work. But the work has not ended up in the bucket.
