When a projectile is at the highest point, the vertical component of velocity is zero. It only has a horizontal component of velocity. This means that the Kinetic Energy of the object for the vertical component will be zero and all of this energy would have got converted into Potential Energy. 

Thus, K.E at the highest point will only be decided by the horizontal component giving it the minimum value here. Further, at the highest point, the potential energy will be highest possible.
