When the man is riding the horse velocity of the man is equal to that of horse.

If there is no air resistance and if the horse runs at constant velocity, the man will be travelling with the same horizontal velocity as the horse when he jumps in air. Thus, they travel the same distance when the man is in the air since there is no resultant horizontal force acting on the man. As a result, he should not miss the horse when he descends.
