If the previous one was a larger orbit then KE increases. Reason is smaller orbit needs higher velocity to stay at current orbit. So more speed more KE

Answer:
Kinetic Energy Deceases
Explanation:
When the Satellite had to cover large circumference its velocity was apparently faster, but when it FALLS to smaller orbit then circumference decreased hence velocity decreased and if velocity decreased then KE decreased. hope it helped you! [NTSE-1, M.P., 2018]
