A chemical reaction doesn't occur. The gas that is released is most commonly Carbon Dioxide (CO2). The CO2 is already dissolved inside the soda bottle. When you open the cap, the pressure inside is released and the CO2 escapes.

No chemical change has occured because in a chemical change we get a totally new substance but when we open a soda water bottle no new substance is formed. Hence it is not a chemical change
