when a sparingly soluble substance like alcohol is dissolve in water , surface tention of water decreases because Surfactants may act as detergents ,wetting agents, emulsifiers, foaming agents,and dispersants.if there is any oil or oily compound(alcohol) on free surface of the water, then surface tention will be decreased
