When a split supply (dual power supply) is available, this biasing circuit is the most effective, and provides zero bias voltage at the emitter or collector for load. The negative supply Vee is used to forward-bias the emitter junction through Re. The positive supply  Vcc is used to reverse-bias the collector junction.
