This is because when a stone is dipped in water the molecules of the stone does not get diffused with the molecules of water. So an additional volume of the stone gets added and therefore the level of water rises.
On the other hand, when a spoon of sugar is added to water the molecules of the sugar gets diffused within the intermolecular space of water . So the level of water does not rises...
