Action is the force which gave as input while reaction is the result of input force i.e. Action. We always do action to results a force in opposite direction called reaction force. Example, we push road backward by our foor to result a force, reaction force forward.

The reason behind they dont cancel out is that They act on two different bodies in opposite directions.

In the above example, action force acted on road while reaction force acted on foot/body.
