When ammonia is dissolved in water it can form 4 H-bonds ( 3 H atoms with Oxygen and N atom with H atom of oxygen ).
But..... ....
We have to see the ratio of lone pair to delta+ H atoms
If NH3 was to form 4 H-bonds then it should have 3 lone pairs, which N does not have .
Hence NH3 can form 2 H-bonds in water.
