Ammonium Chloride is comprised of Ammonium NH4 (+1) and Chloride Cl (-1). When compound is placed into water it dissociate just like any other compound.
The difference is the energy from the water is actually required to help "break" apart the compound into it's dissociated particles. Because the water has to "put energy in" to breaking the molecule the energy has to come from some where (thermodynamics).
This energy input into the molecule is observed as an endothermic reaction and the solution feels cold.
This can be demonstrated by a cold pack. The pack contains ammonium nitrate and a package of water. You break the package of water and dissolve the compound.
