An action is called 'Free and Fair' when you do the thing or action voluntarily without anyone's force.. and without any cheating..
It means that a person must have freedom to do a thing. But neither him nor others should misuse it.
Mostly this term is utilised for elections, in which each and every citizen of the country Must have equal right to vote and no cheating (like bribing people, gifting people, changing the wires of the voting machines etc).
