A stretched bow has potential energy due to the change in its shape. To shot the arrow, the bow has to be released. Therefore, its potential energy is converted into the kinetic energy of the arrow

The bow is stretched to maximum distance before shooting the arrow from it. The bow has the potential energy which gets transferred to the arrow as its kinetic energy and so the arrow moves with kinetic energy when shot out from the bow.
