when and on whose advise can the lok sabha be dissolved

The lok sabha can dissolve on the advice of President of india...
... While in actuality the president is mostly ceremonial with very little power as compare to prime minister, he and she does have the authority to make or break lok sabha.

The President summons the sessions of each house of the Parliament. Normally there are three sessions of the Parliament held in a year : (i) the Budget Session (February-May); (ii) the Monsoon Session (July-September) and (iii) the Winter Session(November-December). The maximum period that can intervene between two seasons of the Parliament is six months. The President can prorogue the Parliament or any of its Houses. He may dissolve the Lok Sabha. The President may convene a joint session of both the Houses as and when do required.
