At least 4,700 years ago by the Indus River. 

This settlement was a part of the Indus Valley Civilization, it became the base of the Harappa and Mohenjo Daro civilizations. The purpose of settlement was the flow of water of the Indus River. This was a benefit; socially, geographically and economically.

Later about 2500 years ago, the cities tend to develop and flourish on the banks of river Ganga, the tributaries river and along the seacoasts.

After Indus valley civilization, rest of the civilization flourished near the rivers in Indian subcontinent.
