Reasons for formation:
1. The prosecution of Indian National Army's officers created strong anti-British feelings among Indians. There was a crisis situation which demanded immediate action.

2. By February 1946 the elections to Central and Provicial Legislatures were over. Congress formed Ministries in eight out of eleven Provinces while the Muslim League secured two Ministries. The Muslim League was established as the only representative of Muslims and they demanded partition of India.                Lord Pethick-Lawrence, Sir Stafford Cripps and Mr Alexander arrived New Delhi on 24 March, 1946.

Proposals:
1. There was to be a Federal Union including both British India and Princely  States.

2. All subjects other than the Central subjects , that is , defence, foreign affairs and communications would be under the control of  Provinces.

3. There was to be three groups of Provinces. Group A to consist Hindu dominated Provinces like Madras , Bombay and others. Group B to consist Muslim dominated Provinces like Punjab, Sindh and others. Group C included Assam and Bengal.

4. A Constituent Assembly was to be formed which would frame the Union Constitution.

5. The formation of an Interim Government at the Centre was recommended.

6. India would be free to remain within the British Commonwealth or secede from it.

7. A Treaty would be signed between the Constituent Assembly and the United Kingdom for distribution of powers.

The Cabinet Mission was formed in 1946. It was sent to India to discuss the transfer of power to the Indians from the British government. Its aim was to preserve the unity of India and grant it independence.


Its main proposals were:

1. There should be a Union of India. It should consist of British India and the States.

2. The executive and legislature of the Union should consist of representatives chosen from British India and the States.

3. The subjects should be divided between the Union and the States.

4. Provinces should have the freedom to form groups.

5. A Constituent Assembly should be formed.
