We use Past Perfect Tense to Show the activity which has been completely done in the past. For Example.
Ali had completed his task.
It had stopped raining.
We use Present Perfect Tense to Show the activity which has been completely done in the time of speaking. For Example.
The Umpire has decided to annouce him 'Out."
