When are past perfect tense and present perfect tense are used?

We use Past Perfect Tense to Show the activity which has been completely done in the past. For Example.

Ali had completed his task.
It had stopped raining.

We use Present Perfect Tense to Show the activity which has been completely done in the time of speaking. For Example.

The Umpire has decided to annouce him 'Out."

Action that is still going on

Finished action that has an influence on the present..

Action that has taken place once, never or several times before the moment of speaking..
