Baking soda reacts with acetic acid (vinegar). CO2 gas is released with effervescence which causes the hissing sound. Because of the reaction between an acid (vineger - acetic acid), and baking soda which reacts to form carbon di oxide which is released from the solution with a hissing sound.

When carbon dioxide is passed through lime water, calcium carbonate is formed, which makes lime water milky. The turning of lime water into milky is a standard test of carbon dioxide. vinegar and baking soda together produced carbon dioxide, which turned lime water milky.
