Chlorine gas is evolved and bleaching powder is soluble in cold water only or reactable with cold water properly.
The main constituent of bleaching powder is calcium oxocholoride (CaOCl2).
So when it reacts with water, hydrochloric acid is released and smell which comes if of chlorine.
